Abstract:

The overwhelming opinion of the American public is that Washington is broken. Americans broadly view our national leaders as corrupt and out of touch, and see ever present partisan conflict as evidence of widespread dysfunction.

Why does Washington always seem so messed up these days? A close look at our political system reveals that a lot of what we see today in Washington is a consequence of the political system’s design, and of a disconnect between how Americans think the political system should work, and how it actually does work.
